The sale, manufacture and use of synthetic marijuana will no longer be legal in Duluth after action by the City Council on Monday night. The measure's sponsor, Councilor Todd Fedora, says it is hoped that surrounding communities and the states of Wisconsin and Minnesota will also get on the bandwagon but Duluth can't sit back and wait. Such products are sold over the counter as incense but are used by people as a marijuana substitute. Councilors heard several stories about the tragic results of using synthetic cannabinoids and voted unanimously (with one abstention) for passage of the ban.
